Overview

The Administrative Services Department provides administrative support to operating departments and serves as the City’s “technology center”. The department oversees the following functions of interest to the citizens and businesses in Foster City:

• Telecommunications / Video Services Oversight

- Cable TV / Video Service Providers

- Telecommunications Providers

• FCTV – Government Access Channel

• Internet Web Presence

• City Budget

Telecommunications / Video Services Oversight

The City oversees regulatory issues concerning telecommunications and cable/video services providers in accordance with federal and state law.

Cable TV / Video Service Providers:

The City administers non-exclusive franchise agreements with two video operators that serve Foster City – Comcast for Cable TV services, and AT&T for IPTV video services. Residents that have problems with either of these video services providers should first contact the provider to resolve the issue. If it is not satisfactorily resolved with the provider, residents can escalate the matter to the City by calling us at 286-3506, or sending us a detailed e-mail at This e-mail address is being protected from spambots. You need JavaScript enabled to view it . The City will make contact with the service provider and work to resolve the situation on the customer’s behalf. The City has no direct regulatory authority over satellite (DBS) service providers.

Telecommunications Providers:

Companies such as AT&T, Sprint, and others provide line-based services in Foster City under authority from the State of California. We also oversee lease agreements with cellular providers that provide wireless services using city property to house their antennae. While the State ultimately controls regulation of these providers, the City can attempt to assist in getting customer service issues escalated to the appropriate personnel. FCTV – Government Access Channel

The City owns and operates its own government access channel to provide relevant information on government issues and services to the community. FCTV is available on cable channel 27, or on the web at fostercity.tv. The website includes a program schedule, information about the shows on FCTV, and a “Video On-Demand” feature where viewers can watch originally produced programs on their own schedule.

Internet Web Presence

Visitors to Foster City’s web site at fostercity.org can find information about local government services, City Council agendas and minutes, municipal code, register for recreation classes, find out information about City employment, and a whole host of information about Foster City. City Budget

This Department oversees the preparation of the City’s Annual Budget and Five-Year Financial Plan under the direction of the City Manager. The City has prided itself on sound, conservative fiscal management practices over its 38 year history. The City’s annual budget is available on the City’s website at fostercity.org by searching on “City Budget”. Citizens are encouraged to get involved in the City’s budget process, which kicks off each year in January with the Council’s Policy Calendar, and runs through June with the budget adoption. There are plenty of opportunities to get involved in helping the Council shape fiscal policy for the City.
