The Human Resources Department assists the organization in managing its most important resources – its people. The Department manages the City’s recruitment and selection, workers’ compensation, classification, compensation and benefits programs, and helps develop an excellent relationship with its employees and labor organizations.

Efforts over the past several years have resulted in an outstanding partnership between Human Resources and City operating departments. A major challenge for the organization during the next several years will be developing staff for eventual changes in leadership in critical and important City positions. Human Resources will be expected to play a key role in employee development to assist in this transition and is actively identifying and developing programs to assist in the succession plan process.

While employment opportunities are not as frequent as past years, Human Resources will position the organization to obtain the best talent available for its vacancies. The Financial Services Department is responsible for managing the City’s money. Its primary goal is to assure necessary and appropriate custody, control, use and reporting of City/District assets. Financial Services’ personnel support various operating departments who deliver required services effectively to the Foster City community.

Business Licenses: One service Financial Services provides frequently to the public is processing business licenses, including home occupation business licenses. Any organization (including non-profit corporations) seeking to conduct business in Foster City is required to obtain a business license. for business license forms, visit our website www.fostercity.org (look under “City Hall” for the Permits and Forms link).

Utility Services: The Financial Services Department also handles bimonthly water and sewer bills for the Estero Municipal Improvement District. Payments may be made by return envelope provided by the City, by credit card or by auto-pay service. Please contact the Utility Services at 286-3261 for any questions concerning water or sewer bills.

Investment Program: Financial Services monitors a prudent cash investment program in accordance with the City/District Investment Policy and State Law. The primary objectives for all City investments in priority order are safety, liquidity and return on investment. Investments are made with judgment and care considering the safety of our capital as well as the probable income to be derived. please contact the Financial Services Director’s office at 286-3266 for any questions regarding the City’s investment program.

CITY CLERK DEPARTMENT

The City Clerk Department is responsible for Foster City’s legislative history, official records, archives, council meeting agendas and minutes, the municipal code book and municipal elections. The department seeks to responsibly discharge the legal requirements of the State of California and the policy decisions of the City Council, and to maintain official documents and records accurately and effectively. Additionally, the City Clerk is responsible for providing support services to the City Council by recording official documents, administering the records management program and administering appointment procedures for City advisory committees and the planning commission.

Starting July 8, 2010, Foster City City Hall, will no longer be an acceptance facility for passport applications. Foster City's City Hall has been an authorized Passport Acceptance agency since November 2003. Service is being discontinued as a result of reductions in staffing.

The City Manager Department reviews and provides direction to all City and District operations to ensure that employees carry out Council policy and provide the highest level of service to Foster City residents and businesses. By working closely with the City Council and other departments, the City Manager Department ensures that the City and District operate within their budgets while making optimal use of all City resources. The City Manager also serves as the Emergency Services Director during all emergency operations, and is responsible for the City’s public information and education initiatives.

The City Attorney is appointed directly by the City Council. Foster City contracts for City Attorney services with the law firm of Aaronson, Dickerson, Cohn and Lanzone. Although their offices are located in San Carlos, the City Attorney may be contacted through the City Manager Department at City Hall. The City Attorney advises and represents the City Council and City staff on a wide range of municipal legal issues, including land use, code enforcement, employment relations, police matters, and contracts. The City Attorney may also assist the City Council in securing legal assistance and representation in such specialized areas as redevelopment and aviation law.
